3 tablespoons fish sauce
3 tablespoons lime juice
1 tablespoons canola or vegetable oil
2 1/2 teaspoons sugar
1 dash cayenne pepper
3 cups cooked jasmine or other long-grain rice
3 carrots, grated
1 cucumber, peeled and diced
5 tablespoons chopped cilantro
4 scallions, white and light green sections finely chopped
Salt and pepper

1) Make a dressing by combining the fish sauce, lime juice, oil, sugar, and cayenne in a nonreactive bowl. Let dressing stand for 5 minutes to encourage the flavors blend.
2) Into the dressing, stir the rice, carrots, cucumbers, cilantro, and scallions. Season rice salad to taste with salt and pepper.
